Time to throw out your stereotypes. Mexico has had one of the most radical reductions in population growth in the world. It has made the effort to do so. From women giving birth to an average of 6.5 children in 1970-1975, the rate has descended to women giving birth to an anticipated average of 2.2 children in the period from 2005-2110.
In many pueblos we have visited, even the most far-flung, you can see efforts to address birth control painted on the sides of local clinics and offices, on light posts and fences.
This is just one example. There's no public outcry that I can discern. This is not a political issue. It more than a quality of life issue. It is a survival issue. AS you can see, there's nothing subtle. And it's working.
